RESPONSIBILITIES
Define data collection methods and sources for each programme indicator in a data collection plan.
Define a data collection schedule in accordance with programme management need.
Develop a tool dictionary to ensure tools are version controlled and up-to-date.
Ensure data sources collect the required information to the agreed minimum quality standards.
Ensure that data flow and internal reporting requirements are defined, and clear guidelines, Standard Operating Procedures (SOPs) and other tools are in place for data collection, aggregation and reporting.
Standardize paper tools, electronic systems (DOH & Programme) and SOPs to ensure they are harmonized across all sites for data collection, processing and analysis.
Support the Technical Advisor: Capacity Development M&E in the implementation of the strategy and training of Client and DOH counterparts.
Ensure appropriate data quality assurance systems, measures and tools are in place and are monitored at all levels.
Identify shortcomings in the processes, identifying root causes for data quality errors, and remedy these by developing protocols to ensure regular, accurate data collection and reporting and continually improve them for efficiency.
Identify, compare, and resolve data quality problems
Evaluate large dataset for quality and accuracy.
Work with M&E teams to correct data quality errors.
Develop process improvements to enhance overall data quality
Develop and execute data clean-up measures
Monitor and report on data quality assurance performance metrics
Conduct site visits and audits site level quality assurance processes.
Monitor adherence to reporting timelines as well as quality of data submitted.
Work closely with the Public Health and Data /Reporting Teams to ensure that all program data are reported according to the required quality standards and timelines.
Supervise any technical experts and/or consultants who are contributing to data quality objectives and activities.
Any other tasks as agreed with line manager.
REQUIREMENTS
A Master’s degree in management, monitoring and evaluation, analytics or a related field or equivalent experience is required
At least (6) years of progressively responsible work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data-intensive, performance-based programmes, preferably large-scale PEPFAR-funded programmes
At least (5) years’ experience focused on operationalising performance indicators and experience working within health information systems in South Africa within DOH and PEPFAR
